Example State A scores 83.21 versus B at 82.47. A's lower fictional wage and electricity indicators offset B's stronger employment base, freight access and graduate pipeline. A lead of 0.74 points is a reason to investigate, not proof of a superior site.

Not verified local feasibility. Properties, utility connections, hiring, permits and incentive eligibility require documented project-specific checks. The example's action plan shows the evidence to request.

Not a complete operating budget. Median-wage indicators and state electricity averages are not negotiated prices or facility tariffs. Actual operating costs need additional inputs.
