A shortlist should show what is known, what is missing and what still needs proof.

Business Embassy currently supports advanced-manufacturing state screening. Saved project inputs and available source observations are converted into a versioned screening result. Missing evidence remains visible and is not silently replaced with demo values or zeroes.

OBSERVED FIT

Fit is conditional on measured evidence.

The displayed fit score summarizes the criteria with usable observations. It is not a probability of business success and does not prove that a specific property can support the project.

EVIDENCE COVERAGE

Missing evidence stays in the denominator.

Coverage compares usable evidence with the planned screening weight. A location with thin evidence should not appear as equally supported as one with broader observed coverage.

CONFIDENCE

Source quality is separate from fit.

Confidence reflects the provenance and quality of saved evidence. It is shown separately so a strong fit score cannot hide weak or incomplete support.

CONFIRMATION PLAN

State screening is not named-site verification.

Utility capacity, property availability, zoning, connection timing and other site-specific conditions require primary evidence from the responsible utility, EDO, authority, broker, owner or customer. Business Embassy keeps these checks open rather than guessing from statewide averages.
